I'm afraid that is quite a worry. According to the Association's Rights & Reproductions Guidelines, their images are sold with all rights reserved. I agree that, unfortunately, this image appears to be copyrighted by the WHHA. In order to ensure a proper discussion regarding the image's copyright status, I've opened an RfD at Commons:Deletion_requests/File:John_F_Kennedy_Official_Portrait.jpg.
